Study blames women for crimes against them

THIRUVANANTHAPURAM: At a time when governments are trying to provide more safety to women, a study report prepared by the Institute of Social Sciences, New Delhi, for the state police on various causes for crimes against women seems to be anti-women and regressive. The study cites economic independence of women, their response to crimes against them, dressing pattern, use of mobile phones by youngsters, boundaries of male-female relationships and ignorance on the part of women about their position as the causes, apart from some 50-odd disputable reasons.
The study collected data from 181 victims, 197 police officers, 40 social workers and 44 citizens with the sample size totalling to 462. The report 'Women Victims of Crimes in Kerala 2012-13' was prepared by Dr L Thara Bhai, a research coordinator of the institute. State police chief K S Balasubramanian received the report on Thursday. The office of the state police chief had taken up this initiative during 2012-13 with the help of the institute.

It is claimed in the submitted report that the prescriptive study to find causes also found solutions from public, social workers, police officers and victims themselves. The study gathered information regarding the victims' status after the crime was committed, their recovery and return to normalcy.
The study also found that crime against women is more visible among backward castes and SC/ST families, and 47.27% of the victims are from financially backward homes. "Income of the accused and crimes against women are correlated. Lesser the income, more the hatred towards the women in the family," stated the study that blamed poverty and alcoholism as the main causes for such crimes.

The study carried out by the prestigious institute for State Police cites economic independence of women, women responding to crimes against them, dressing pattern, use of mobile phones by young girls and boys, cutting boundaries of male- female relationships and unawareness from the part of women of their position, are the causes of growing crimes against women, apart from other 50-odd disputable reasons.
The report 'Women Victims of Crimes in Kerala 2012-13' was prepared by Dr L Thara Bhai, research coordinator of the institute. State police chief K S Balasubramanian received the study report at the police headquarters on Thursday. According to the report, the office of the Kerala State Police Chief took the initiative to conduct a study on women victims of crimes in the state during 2012-13 with the help of the institute.
It is claimed in the submitted report that the 'prescriptive study aimed to find causes and tried to find solutions either from the public, or from the social workers or from the police officers or from the victim themselves and 'gathered information regarding the victims' status after the crime was committed on them and the long process of coming back to normalcy'.
The study also finds that crime on women is more seen among the backward castes and SC/ST families. Majority (47.27%) of the victims have are financially backward homes. 'Income of the accused and the crime on women are correlated. Lesser the income more the hatred to the women in the family,' according to the study that finds poverty coupled with alcoholism as the root causes for crimes in the study.
The data for the study were collected from 181 victims, 197 police officers, 40 social workers and 44 general public coming to a total sample size of 462.

न्यायालय भवन से कूद युवक ने दी जान

कानपुर, हमारे संवाददाता: ससुराल वालों की प्रताड़ना से पीड़ित युवक ने न्यायालय भवन की पांचवी मंजिल से कूदकर जान दे दी। तलाशी के दौरान जेब से मिले सुसाइड नोट में उसने इसका जिक्र किया है। ससुराल वालों के खिलाफ उसने एसएसपी से गुहार भी लगाई थी।
न्यायालय भवन में शनिवार अपराह्न डेढ़ बजे एक युवक के पांचवी मंजिल से छलांग लगाने के बाद हड़कंप मच गया। सूचना पर कचहरी चौकी इंचार्ज अखिलेश गौड़ मौके पर पहुंचे और युवक को उर्सला ले गए जहां डाक्टरों ने उसे मृत घोषित कर दिया। तलाशी के दौरान मृतक की जेब से एक प्रार्थना पत्र व एक समाचार पत्र का आईकार्ड मिला। प्रार्थना पत्र के पीछे मृतक ने सुसाइड नोट भी लिखा था। पुलिस ने प्रार्थना पत्र पर लिखे पते पर सूचना दी तो फीलखाना निवासी अमित गुप्ता ने मौके पर पहुंचकर मृतक की शिनाख्त छोटे भाई अनुज गुप्ता के रूप में की। अमित के मुताबिक अनुज कैनाल रोड स्थित अपनी दुकान में थे। पूर्वाह्न 11 बजे एक फोन आया जिसके बाद वह बिरहाना रोड जाने की बात कहकर चले गए। अपराह्न 1:30 बजे पुलिस ने घटना की जानकारी दी।

ससुराल वालों से था प्रताड़ित
बड़े भाई अमित के मुताबिक अनुज की शादी चार साल पहले इटावा बाजार की प्रगति संग इस शर्त पर हुई थी कि वह उसे लेकर परिवार से अलग रहेगा। प्रगति विदा होने के बाद ससुराल न आकर किराए के घर में रहने गई थी। परिवार से अलग रहने के कारण अनुज पर ससुराल वालों का दबाव था। वह अक्सर उसके साथ मारपीट करते थे। इस बात का जिक्र अनुज ने 22 जून को एसएसपी को दिए प्रार्थना पत्र में भी किया था। पत्र के मुताबिक 16 जून को उसकी गैर मौजूदगी में ससुर राम बिहारी, सास शीला, साढू़ प्रशांत कई लोगों के साथ घर आए थे। एक लाख नकद व सोने के गहनों के साथ पत्नी को लेकर चले गए थे। उसने ससुराल वालों से संपर्क किया तो उन्होंने जान से मारने की धमकी देते हुए कहा कि जब तक अपनी दुकान में साढ़ू को जगह नहीं दोगे तब तक न तो सामान वापस होगा और न ही पत्‍‌नी आएगी।
ससुर पर लगाया गंभीर आरोप
तलाशी में अनुज के पास पुलिस को जो प्रार्थना पत्र मिला, उसी के पीछे सुसाइड नोट लिखा है। इसमें ससुर पर जबरन अप्राकृतिक यौन संबंध बनाने का आरोप लगाया गया है। आरोप है कि ससुर इस बात पर ब्लैकमेल करने के साथ दुकान हड़पना चाहते थे।
दी थी मुकदमे की अर्जी
ससुराल वालों की प्रताड़ना से परेशान अनुज ने सीआरपीसी की धारा 156(3) के तहत पत्‍‌नी व ससुराल पक्ष के खिलाफ मुकदमे की अर्जी दी थी। इसमें फीलखाना पुलिस ने अपनी रिपोर्ट भी लगा दी है। अधिवक्ता शैलेंद्र चौरसिया के मुताबिक उन्होंने एक मुकदमा मीडिएशन सेंटर में भी दाखिल किया था। उधर, पत्नी के दहेज प्रार्थना पत्र पर मध्यस्थता एवं सुलह समझौता केंद्र में दोनों के बीच एक बार बात भी हो चुकी थी।

गुड़गांव में एक बीबीए स्टूडेंट ने पंखे से लटक कर अपनी जान दे दी. यह लड़का फरीदाबाद के तिगांव का रहने वाला था. दिनेश पालीवाल का शव सड़ी-गली हालत में गुड़गांव के सेक्टर 40 इलाके में ग्रीनवुड सिटी के G-105 नम्बर मकान में मिला.

दिनेश गुड़गांव में करीब 15 दिन पहले ही आया था और मकान का पहला फ्लोर किराए पर लिया था. आस-पड़ोस के लोगों को जब इस फ्लोर से बदबू आने लगी तो लोगों ने पुलिस को सूचना दी. पुलिस ने मकान मालिक से पूछ कर दिनेश के परिजनों को फोन किया जिनके आने के बाद कमरे का दरवाजा तोड़ा गया. जब कमरा खोला गया तो कमरे में पंखे से दिनेश का शव सड़ी-गली हालत में लटका हुआ पड़ा था. शव की पहचान दिनेश के चाचा ने की. गुडगांव पुलिस के मुताबिक दिनेश ने सुसाइड नोट में दिनेश ने अपनी खुदकुशी के लिए एक लड़की (आशा यादव) और तीन कॉलेज के दोस्तों को जिम्मेदार ठहराया है.

सेक्टर 40 के एसएचओ जय प्रकाश ने बताया, ‘हमें सूचना मिली थी की ग्रीनवुड सिटी केक फ्लैट से बदबू आ रही है जिसके बाद हमने मौके पर जाकर फ्लैट के मालिक को बुलाया जिस से जानकारी मिली की दिनेश नाम का युवक इसमें किराए पर रहता है. हमने दिनेश के परिवार वालों को बुलाया और कमरे को खोल गया तो पंखे से लाश लटकी हुई थी मौके से एक सुसाइड नोट भी बरामद हुआ है जिसमे दिनेश ने अपनी मौत के लिए एक लड़की और अपने तीन दोस्तों को जिम्मेदार ठहराया है. हम मामला दर्ज कर जांच कर रहे हैं.’ दिनेश ने सुसाइड नोट में लिखा है कि लड़कियों से प्यार मत करना.

दिनेश पीलवाल की उम्र करीब 24 साल थी और घरवालों ने दिनेश की शादी करीब एक साल पहले कर दी थी. पुलिस के मुताबिक दिनेश 15 दिन पहले अपने परिजनों से ये कहकर गुड़गांव आ गया था कि उसकी गुड़गांव में नौकरी लग गई है.

गुड़गांव पुलिस ने इस मामले में चार लोगों के खिलाफ आईपीसी की धारा 306/34 के तहत आत्महत्या के लिए उकसाने का मामला दर्ज कर किया है. दिनेश के परिजनों के मुताबिक दिनेश आशा के प्यार किया करता था. दिनेश ने फरीदाबाद में मानव रचना इंस्टीट्यूट से बीबीए की पढ़ाई की थी.

गुड़गांव पुलिस के मुताबिक दिनेश का शव करीब तीन दिन पुराना है. शव को पोस्टमॉर्टम के लिए सिविल अस्पताल भिजवा दिया गया है जहां पर गुरुवार को पोस्टमॉर्टम किया जाएगा. दिनेश पिछले तीन दिनों से अपने परिजनों का फोन नहीं उठा रहा था. पुलिस ने अभी इस मामले में किसी की गिरफ्तारी नहीं की है.

India saw 1,35,445 suicides last year 

As many as 1,35,445 people committed suicide in the country last year. Statistics released by the National Crime Records Bureau (NCRB) show that excluding West Bengal, 79,773 men and 40,715 women had taken the extreme step. West Bengal, where 14,957 suicides were reported, did not provide classification statistics to the NCRB.

The rate of suicide last year stands at 11.2 cases for a population of I lakh. As per rounded off figures provided by the NCRB, on an average, 15 suicides an hour or 371 suicides a day had taken place. When scrutinised further, it reveals 242 male and 129 female suicides a day.

Tamil Nadu tops the list with 16,927 suicides, followed by Maharashtra with 16,112 suicides, West Bengal 3rd and Andhra Pradesh following it with 14,328 suicides. The 28 States together accounted for 1,32,667 cases and the seven Union Territories together for 2,778 suicides. In the administrative division of Lakshadweep, only one person committed suicide. In Delhi UT, it was 1,899. Among the cities of the country, Chennai topped with 2,183 cases.

The rate of suicide at the administrative division of Puducherry was the highest in the country, 36.8 for every 1 lakh persons. With a population close to 15 lakh as per estimated mid-year population, 541 persons committed suicide in Puducherry in 2012. Sikkim follows with a rate of 29.1 per cent and Tamil Nadu 3rd with a rate of 24.9 closely followed by Kerala with 24.3. The national average stands at 11.2.

Family problems accounted for 84 suicides a day on an average. The NCRB figures show that social and economic causes have led most of the men to commit suicides whereas emotional and personal causes have mainly driven women to end their lives. The percentage of suicides by married men was 71.6% and married women 67.9%.

One suicide out of every six suicides was committed by a housewife. Andhra Pradesh, Karnataka, Kerala and Tamil Nadu plus Maharashtra have together accounted for 50.6% of the suicides reported in the country. The highest number of suicide pacts was reported from Rajasthan, 74, followed by Andhra Pradesh (18), Kerala (12), and Gujarat (3), out of 109 such cases reported.

Thirty-seven per cent of the victims took the extreme step by hanging themselves, 29.1 per cent by consuming poison and 8.4 per cent by self-immolation. Last year, 50,062 persons hanged themselves in the country and the majority were men at 34,631. The highest number of such cases was reported from Maharashtra, 7,055 followed by Kerala with 5,629 cases and Tamil Nadu 3rd with 5393 cases.

Nineteen thousand four hundred and forty five persons committed suicide by consuming poison and 12,286 of them were men. Tamil Nadu topped the list with 3,459 cases, followed by Karnataka with 3,173 cases. The number of self-immolation cases was 11,438, the majority being women — 7,326. In this category too, Tamil Nadu topped with 2,349 cases and 1,481 of them were women. Maharashtra followed with 1,674 such cases.

From among the cities, the highest number of self immolation cases was reported from Kanpur (285), followed by Chennai (282). By jumping in front of speeding vehicles, especially trains, 4,259 persons committed suicide and the majority of them were men (3,554). Andhra Pradesh topped this list with 1,101 cases.

As per NCRB statistics, 1,35,585 persons committed suicide in the country in 2011. NCRB statistics from 2002 shows that the annual suicide cases in the country always stood above the 1 lakh mark and the highest number of cases was in 2011. In 2002, it was 1,10,417 cases.
